Collaboration in meetings doesn't always need EVERYONE's input at first. It doesn't have to be all 14 people in the meeting because some people may not have the expertise. It could be seven people in that meeting. Virtual meetings give us the bonus of chat to allow communications we could not have done when we were working face-to-face.

When we are face-to-face, I like to call on the most extroverted people last. And if I'm facilitating I'm going to go last because I want it's my job as a facilitator to pull forward everybody's ideas and thoughts. I've seen facilitators fail on this every single week, all year long, and last year, and the year before, and the year before that. If you're facilitating a meeting you're responsible for pulling forward the ideas from the other people first.
